By definition, if you circumvent a law, you did not do anything illegal…even if you did something the law “intended” to prevent.

If we take your definition, the law was written poorly. Lawmakers need to do a better job of it.
Alot of people complain about how complicated laws are, but it is for this very reason that they are so. Every conceivable loophole needs to be closed, so that it is both clear WHAT is illegal, and clear what is NOT illegal.
A properly drawn law cannot be ‘circumvented’
